The athletics body's classification appeal board says the 41-year-old athlete will not be eligible to participate in events again until August 2023.
"It was noted at the time that the athlete did several movements during competitions that were counterintighted with his performance during the physical and technical aspects of classification," the organization said in a statement.
No further details were provided about the suspension.
Kumar finished third in a discus event in Tokyo at the time, but his rivals disputed that result and one of his throws was eventually declared invalid.
Kumar's achievement stems from participating in an F52discus event where athletes compete in wheelchairs or a throwing chair because they have impaired muscle strength, limited movement, not all their limbs, or have a difference in leg length.
"The classification system is crucial to ensuring fair competition," said Christian Holtz, managing director of World Para Sports.
"This case shows how committed World Para Athletics is to protecting the integrity of the sport."
